United States–Bulgaria Military Partnership

For decades, Bulgaria’s Black Sea coastline and strategic location in Southeastern Europe made it a sought-after military asset—from the Cold War-era Warsaw Pact to modern NATO operations. Since joining NATO in 2004, Bulgaria has shifted from Soviet-style defense systems to full interoperability with the U.S., hosting joint military exercises, U.S. rotational forces, and key air bases used for surveillance and regional deterrence. With tensions in the Black Sea region rising, the U.S.-Bulgaria partnership is evolving into a vital pillar of NATOs southeastern defense strategy.

  • Defense Cooperation Agreement (2006): Established a legal framework for U.S. military access to Bulgarian bases, enabling joint exercises, logistics support, and force rotations.
  • Black Sea Security Enhancements (2014–Present): Following Russia’s annexation of Crimea, Bulgaria increased its participation in NATO deterrence efforts, hosting more U.S. troops and air patrols in response to regional threats.
