North African Region Capability (NARC)

Security in North Africa is often overshadowed by conflicts in the Middle East, yet terrorism, human trafficking, and regional instability continue to plague the region. The North African Regional Capability (NARC) is an initiative under the African Standby Force (ASF), aimed at building military interoperability between Algeria, Tunisia, Egypt, and other North African states. While still in development, NARC represents a step toward creating a more coordinated African security architecture, reducing reliance on external military intervention.

History:

  • Origins (2000s): Discussions on North African military cooperation intensified as extremist threats, particularly from al-Qaeda in the Islamic Maghreb (AQIM) and ISIS-affiliated groups, grew in the region.
  • Formation and Early Coordination (2010s): Initial steps were taken to enhance security cooperation among Algeria, Tunisia, Morocco, Egypt, Libya, and Mauritania with support from international partners such as the African Union (AU), NATO, and the European Union (EU).
  • Current Developments (2020s–Present): NARC has expanded to include greater participation in joint military exercises, counterterrorism training, and border security enhancements.
